Why does te quiero mean

Querer means to want or to love, so technically, "Te quiero" can mean "I love you" or "I want you". Generally, Te quiero is used more commonly and between the "puppy lovers". They both mean "I love you", although querer has other uses as well, especially when followed by an infinitive: Quiero ir al cine.
